A 5 minute guide to understanding the special fixed relief benefits

I'll give you, the foreign residents of Fukuoka, information about the 100,000 yen relief money from the government, the special fixed relief benefits I mentioned before.

So first, let me explain what the special fixed relief benefits are.

Basically, they are relief funds, provided by the Japanese government as an economic measure against the new type coronavirus to help with household expenses. Each person will receive 100,000 yen and foreign nationals who registered as residents of Fukuoka by April 27th are also eligible.

So let's get straight into how to apply for that relief money.

For those who are registered as Fukuoka City residents, you have until August 31st of this year to apply. To do so, you can either mail the application by post or apply online. Whichever way you apply, once the application is processed, the funds for all members of the household will be transferred in one lump sum to the applicant's bank account.

Let's start with application by post.

The application will be sent by post to the head of the household. The address will be the one you registered as a resident. Fukuoka City began delivering applications on from May 15th.

On the application form, there are 5 things you will need to confirm or fill in.

First, you'll need to fill in the date when you begin filling out the application.

Second, the head of the household. You, or the person representing the household, will need to fill in the sections for name, signature, phone number and birth date. There is a possibility that Fukuoka City will need to contact you so make sure that you enter a phone number that can be contacted.

Third, those eligible for payment. The names and birth dates of everyone in the household, if they were registered as residents by April 27th, need to be written in. This section typically applies to the head of the household and family relationship. A husband or wife or child's information will be written here. If you aren't sure about eligible members, please call the Fukuoka City support helpline which I'll tell you about a little later.

The fourth thing you need to make sure of is how to receive that payment. If you want to receive it by bank transfer, check the section for that and fill in your bank account number and other relevant information.

And finally the fifth thing you need to do is attach the necessary documents to verify your identity. Documents such as your driver's license, health insurance card, passport, residence card or special permanent resident card are acceptable. Attach your proof of identity and a copy of your atm card or bank book. This will will act as verification of your bank account number.

So, three items will be sent to Fukuoka City in the enclosed return envelope: the application, your proof of identity and transfer account verification document. Once they are sent out, the application is complete.

Next, I'll go over the online application.

If you have a My Number card, you can apply via smartphone or PC. If you are applying by PC, an IC Card Reader is needed.

You can apply via the MyNa Portal website. Just follow the directions on the site, and fill in the necessary information.

If, because of domestic violence from a spouse or other relative, you have left your registered residence, and you are currently living at a different address, you can apply to have your relief funds sent to your current address. Certain requirements do need to be met, but the application form for this process can be downloaded from the Fukuoka City homepage.

Now, I want to give you a warning about frauds and scams related to this special fixed benefit money.

Public agencies operated on the local and national level will NEVER ask you to use an ATM or for transfer fees. If you receive any suspicious emails, do not click on them or open any files or links in them. If you are even a little suspicious, please consult with the city or the police.
