The first announcement today is about Fukuoka City Disaster Prevention Mailing List.

In Fukuoka, various disaster prevention information can be sent to pre-registered cellular telephones and computers via email. Information includes things such as weather notices and warnings for torrential rains, emergency information regarding earthquakes and tsunami, information on precipitation and river water height, official evacuation advisories, and information on PM 2.5 air pollution.

To register, send a blank email to entry@fukuoka-city.jp. After doing so, you will receive a confirmation mail within minutes from which you can access the registration page. Choose the information you wish to receive and complete registration.

Fukuoka City Wi-Fi is a free, public, wireless LAN service provided by Fukuoka City. In times of disaster or emergency it makes information on conditions available in Chinese (both simplified and traditional), Korean, English and Japanese.

And, in times of extreme disaster, like in the case of earthquakes level weak 5 or stronger, the Internet becomes available even if you have not pre-registered. After you connect to the net, a provider message board homepage allowing one to communicate the status of their safety will be displayed.
